Taiwan has started the 2021 strong by maintaining a strong close to zero Covid-19 infection rates with strong health and safety controls in place. Singapore had contemplated a quarantine-free Travel Bubble arrangement with Taiwan early in the year but shelved plans after a spike in Covid-19 cases in May.

There is now welcome news – the Air Travel Pass safe lane from Taiwan to Singapore is now open again with eased quarantine requirements. Starting 7 August 2021, as long as they test negative for Covid-19 upon arrival, travellers from Taiwan entering Singapore do not have to serve the quarantine period or stay-home notice (SHN).

Are travellers from Taiwan allowed to enter Singapore?

Yes, if you are a Taiwan citizen or resident you can apply for the SafeTravel | Air Travel Pass (caas.gov.sg) at no charge. You can only enter by air on a direct flight. The ATP are for visits on a short-term basis for any purpose of travel. Generally, your duration of stay in Singapore will be aligned to that accorded prior to the COVID-19 pandemic.

However, in your Travel History you will need to prove that:

  • You have been in Taiwan for 21 consecutive days prior to your departure to Singapore
  • You do not have any Covid-19 symptoms or any close contract with a suspected Covid-19 case

Each traveller must apply individually for his/her own ATP, and each trip requires a new ATP. You can apply between 7 to 30 calendar days before your intended date to travel into Singapore. It takes about working days for an application to be processed. You’ll be notified via email if your application is approved.

Your ATP is valid for single entry into Singapore anytime from your intended date of entry and up to calendar days after. What this means is, if your approved ATP states that you are to enter Singapore on 12 August 2021, you have up to 20 August 2021 to enter should you need to make changes to your travel arrangements.

The ATP is NOT an immigration visit pass as it only allows you to seek entry into Singapore within a specified period. For more information, visit Singapore Immigration & Checkpoints Authority (ICA)

What are the mandatory steps to take before entering Singapore from Taiwan?

First, you need to have travel insurance with a minimum coverage of S$30,000 for Covid-19 related medical and hospital treatment. Don’t forget to bring a copy of your travel insurance copy when entering Singapore.

Travellers are requested to submit their health and travel history declarations, plus details of hotel accommodation for their time in Singapore via the SG Arrival e-card service at least 72 hours prior to departure.

Prior to your departure to Changi Airport from Taiwan, you will be required to register and pre-pay for a COVID-19 PCR test to be completed at Changi International Airport. The result of this test will be known within 48 hours. The cost of the test is S$196 (with GST) per person. You will need to register and pre-pay https://safetravel.changiairport.com/#/ before leaving Taiwan.

Travellers need to have pre-booked two days isolation accommodation at an approved hotel, following their COVID-19 PCR test at Changi Airport. A list of approved hotels can be found here https://sha.org.sg/hotel-accommodation.

You must download and register your profile on the TraceTogether app on a mobile device that is compatible.

✅ Here is a checklist of important documents and items you are required to present upon checking in at Taiwan’s International Airport:

  1. Your valid ATP approval letter (electronic or physical copy) for the specified period of entry into Singapore
  2. Your valid visa (for visa-required visitors if applicable)
  3. Your mobile device with the TraceTogether app already downloaded and updated with your profile
  4. Your Travel Insurance that covers Covid-19 related medical matters
  5. Your registered slot and pre-payment for PCR test at Changi Airport
  6. Your self-isolation hotel accommodation from the identified list of hotels
  7. Your passport should have at least 6 months of validity 
  8. Don’t forget your face masks and hand sanitisers too!

When arriving at Changi Airport from Taiwan

After taking the PCR test Changi Airport, you are required to head straight to your self-isolated accommodation to await your test results within 48 hours. During this short commute (between the airport to your hotel), it is advised to hire a pre-arranged, private transportation to take you to your hotel. You are not allowed to take any public transport for this commute. 

While waiting for your Covid-19 test results, you are allowed to share the same room with your family members, travel companions or a caretaker, provided they share similar travel history to you in the past 14 days prior to your departure for Singapore – meaning they are people who have travelled with you and are in your travel circle. You’re not allowed to have outside visitors during your isolation period. 

However, if your test result is confirmed to be positive, all persons who had shared the same room with you, as well as those identified to be a close contact with you, will be issued a Quarantine Order by the Singapore Ministry of Health (MOH). You are also individually responsible for your medical treatment and expenses in Singapore too. Once you have been cleared of the Covid-19 test results, you can leave your declared accommodation and go about their activities in Singapore.

While staying in Singapore

Wearing a mask at all times is mandatory and can only be removed when eating or drinking.

You must upload all your information on the TraceTogether app and check in and out of each location using the locations SafeEntry QR codes. The bluetooth mode on your mobile must be on at all times to enable TraceTogether’s functions. These apps must remain installed and data retained for at least 21 days after returning from Singapore. 

Should you require an extension of this visit pass, submit your application to  https://eservices.ica.gov.sg/esvclandingpage/extend at least 7 days prior to the expiry of the visit pass to avoid overstaying.

Each application will be reviewed and there is no guarantee that an extension will be granted.

When travelling back to Taiwan

Before your trip back, you are required to complete a pre-arrival form 48 – 72 hours prior to departure with the Ministry of Health & Welfare. Travellers are required to present a formal Medical Certificate presenting a negative PCR test from an accepted establishment.

A quarantine period up to 14 days will be applicable. On arrival at one of the four international airports in Taiwan, you must travel straight to your home or designated hotel and self-quarantine for the period specified by authorities.
