Malaysia Travel Restrictions Update – March 2021

Entry / Exit Restrictions Key Updates

• Malaysia remains relatively closed to those who are not citizens or residents. As Singapore rescinded the Reciprocal Green Lanes (RGL) agreement with Malaysia, there aren’t any active Greenlane agreements in place at the moment . All inbound Malaysian travellers are required to produce negative test results and mandatory quarantine. 
• New / Changed General Restrictions: Most states within Malaysia continue to be under a Recovery Movement Control Order (RMCO) which essentially allows most businesses to operate at full capacity with an outlined Standard Operating Procedure. Metropolitan States such as Kuala Lumpur and Selangor are on a Conditional Movement Control Order (CMCO) which essentially opens up more sectors given the reducing number of cases as compared to any of the other months in 2021 thus far. 
• Travel Restrictions are expected to be in place for the foreseeable future although vaccination efforts have begun. 

Key Travel Route Updates, travelling from:

• Singapore: This route is generally closed (yet to be updated by the Malaysian Government) with the recent suspension of the Reciprocal Green Lanes (RGL) agreements other than for Malaysian Citizens or Residents and applications that were approved before the RGL was suspended. 
• Indonesia: This route remains closed for travel other than for Malaysian Citizens or Residents. All inbound travellers are required to produce a negative Covid-19 certificate not older than 3 days plus a mandatory quarantine for 10 days at a government dedicated facility. 
• Vietnam: This route remains closed for travel other than for Malaysian Citizens or Residents. All inbound travellers are required to produce a negative Covid-19 certificate not older than 3 days plus a mandatory quarantine for 10 days at a government dedicated facility. 
• Philippines: This route remains closed for travel other than for Malaysian Citizens or Residents. All inbound travellers are required to produce a negative Covid-19 certificate not older than 3 days plus a mandatory quarantine for 10 days at a government dedicated facility. 

Global Major Green Lane Updates

• Most countries in Europe have continued the travel restrictions imposed up until the end of April given the rising cases within the region. 
• A total of 489 million vaccine doses have been administered globally with 111 million people fully vaccinated. This translates to 1.42% of the global population. While the global number of cases are declining, Europe has been on the uptrend. 
• The International Air Transport Association (IATA) has launched a Travel Pass program,  a mobile application to store and manage certifications for Covid-19 tests or vaccinations. The aim is to provide government agencies with the testing or vaccination information required based on their current travel restrictions. Currently, this is being trialled by Air New Zealand, Copa Airlines, Emirates, Etihad, Malaysia Airlines, Qatar Airways, Rwandair, Singapore Airlines, Qantas, airBaltic, Gulf Air, ANA and Air Serbia. Korean Air has recently joined the trial program for this application. 
• Thailand has announced the re-opening of Phuket to vaccinated tourists from July 2021 onwards
