As part of Singapore’s efforts to reopen its borders safely, the Vaccinated Travel Lane (VTL) allows for quarantine-free travel between Singapore and the following countries.

Currently: Australia, Brunei Darussalam, Canada, Denmark, Finland, France, Germany, India, Indonesia, Italy, Malaysia, the Netherlands, the Republic of Korea, Spain, Sweden, Switzerland, the United Kingdom and the United States

13 December 2021: Thailand

15 December 2021: Cambodia, Fiji, Maldives, Sri Lanka and Turkey

Deferred until further notice due to Covid-19 Omicron: Qatar, Saudi Arabia and the United Arab Emirates

From 23 December 2021 until 20 January 2022, ticket sales for VTL flights and land travel are frozen amid rising Covid-19 cases in Singapore.

As Singapore looks to restart travel, more VTLs are expected to be negotiated with time. Countries with a high proportion of vaccinated populations and low numbers of COVID-19 cases will be more likely contenders. Another important requirement is the setup of designated, direct flights. While not confirmed yet, some strong candidates for VTL include New Zealand, Taiwan and Japan. Recently, entry restrictions to Singapore were also eased for those travelling from Hong Kong

Meanwhile, read on for all you need to know about Singapore’s vaccinated travel lanes (VTL) and get ready to travel! 

Who can travel using the vaccinated travel lane?

Fully vaccinated travellers from the list of approved countries will be able to use the VTL.  

Travellers are required to be fully vaccinated in a VTL country/region or Singapore, regardless of which VTL country they depart from. You are considered fully vaccinated if you have received the full dosage of the Pfizer-BioNtech/Comirnaty, Moderna or any Covid-19 vaccine under the World Health Organisation’s Emergency Use Listing at least 14 days before travelling. 

If you’re a fully vaccinated Singapore citizen or permanent resident, you will not have to apply for a Vaccinated Travel Pass (VTP) as long as you enter via the vaccinated travel lane. You can enter Singapore without entry approval provided you follow the VTL rules as covered in this article.  

Is the VTL open to tourists?

Yes, short-term visitors (including business and official visitors) from VTL countries can enter Singapore using the VTL. However, they must apply for a Vaccinated Travel Pass (VTP). Applications for the VTP started on 1 September 2021 for travel starting 8 September 2021. 

Visitors who require a visa to enter Singapore must do so separately from their VTP application. Visa applications are advised to be made after the VTP is approved and before departing for Singapore. You can check if you need a visa and requirements here

How to apply for the Vaccinated Travel Pass (VTP)?

If you’re from a country or region on Singapore’s VTL list, you can apply here. Applications must be made ahead of time between 7 to 30 calendar days before your intended date of entry into Singapore.

The VTP application requires fully vaccinated travellers to:

  • Upload the QR codes of their vaccination certificates; and
  • Prepay for post-arrival Day 1 COVID-19 PCR tests

By applying for the VTP, the traveller agrees to use the personal data collected by Singapore’s authorities to process and implement the VTL entry. (This article explains how digital vaccination certificates work)

Once the application is approved, you will receive the VTP through email. Your VTP is valid for single entry into Singapore from your intended date of entry and up to 6 days after.

How to prepare before departure to Singapore?

Covid-19 PCR Test and self-isolation

The VTP allows travellers to enter Singapore without needing to be quarantined. However, travellers must take a COVID-19 PCR test or ART test certificate within 48 hours of their designated VTL flight to Singapore. The test must be undertaken at an internationally accredited or recognised laboratory or clinic. 

The test result certificate must be in English and contain the following information:

● Traveller’s name and identifying information

● Negative COVID-19 PCR test or ART test result

● The date and time that the test was taken.

● The name of the establishment that performed the test

Although you will not need to be quarantined, you are still required to self-isolate while waiting for the results of your on-arrival Covid-19 PCR test. Travellers must isolate themselves alone, or with household members that are fully vaccinated with the same travel history and isolation requirements. Travellers can isolate themselves at either their own place of residence, hotels or serviced apartments.

Those that self-isolate at a hotel must bear the cost of accommodation. You may find a non-exhaustive list of hotels here by the Singapore Hotel Association. Any available accommodation may be booked as long as you stay in an individual room with an en-suite toilet. 

Designated VTL flight

Travellers with approved VTP can only travel to Singapore via a designated VTL flight. Only fully vaccinated travellers are able to use VTL flights. As the number of VTL countries increases, so will VTL flight providers. Here is the list of airlines operating VTL flights for the time being:

All travellers to Singapore must have been in the VTL country for 21 consecutive days, before their departure to Singapore. Having an air ticket for a VTL designated flight does not guarantee the traveller a VTP, and vice versa.

Health monitoring, travel history and insurance

All passengers are required to monitor their health before they arrive at the airport. They should not travel if:

  • are displaying symptoms of Covid.
  • have been diagnosed or are suspected of having Covid-19 in the last 21 days before departure.
  • have had close contact with someone with Covid in the 14 days before travelling to Singapore

All passengers must submit their health, travel history and accommodation information using the SG Arrival Card e-service, no earlier than 3 days prior to their arrival in Singapore. If you need further information about the SG arrival card e-service, read more here

If you’re a short-term visitor, it is mandatory to have travel insurance with a minimum coverage of S$30,000 for COVID-19-related medical treatment and hospitalisation costs. Carry an electronic or physical copy of this insurance policy to facilitate your entry into Singapore

On the day of departure to Singapore  

When you arrive at the departure airport, you will need to present the following documents for check-in:

  • A valid VTP for the specified period of entry
  • A valid vaccination certificate on the TraceTogether or HealthHub app, or a physical copy 
  • A valid negative COVID-19 PCR test result certificate (electronic or physical copy) in English
  • An air ticket on a designated VTL flight to Singapore 

 As a short-term visitor, you should also ensure that:

  • You have a valid visa (if required)
  • You have downloaded and registered for the TraceTogether app on your mobile device

What to expect on arrival in Singapore

You will be required to take an on-arrival Covid-19 PCR test. In terms of documentation, here is what you need to present to the immigration officer:

  • a valid VTP (electronic or physical copy) for the specified period of entry 
  • a valid vaccination certificate (electronic or physical copy)
  • a valid pre-departure COVID-19 PCR test result certificate (electronic or physical copy) in English 

The COVID-19 test result certificate must include the following:

  • the traveller’s name, and at least one other personal identifier such as the date of birth or passport number corresponding exactly with the information in the traveller’s passport used for entry into Singapore;
  • a negative test result;
  • the date and time when the test was taken, which must be within 48 hours before the scheduled departure time of the designated VTL flight 
  • the name of the testing institution which must be from the list of internationally accredited or recognised laboratories, clinics, or medical facilities

If you are a short-term visitor, you must present the following:

  • a valid visa (if required)
  • an electronic or physical copy of your travel insurance policy
  • a mobile device with the TraceTogether app downloaded and registered 

For those who need a Singapore SIM card or the service of a money changer, you should do so in the airport transit area before clearing immigration. 

Once you take your on-arrival Covid-19 PCR Test at Changi Airport, you will be required to leave the airport immediately to your self-isolation accommodation and await your test result.

You will not be permitted to enter any retail or food establishments including at the Jewel Changi Airport. Travellers must commute to isolation accommodation using private transport, taxi, or private hire cars (e.g. GrabSHN, Go-Jek, Ryde, MVL(TADA) via the respective mobile apps of these providers. The use of public transportation is prohibited.

During your stay in Singapore

While staying in Singapore, you are required to adhere to the current public health measures. Current requirements include wearing masks in public and maintaining a safe distance. There may also be other safety measures to follow that are relevant to travellers’ various activities or the locations they visit. The TraceTogether app must be kept activated at all times while in Singapore. 

Travellers are required to take COVID-19 tests after their arrival in Singapore as per the following schedule:

All travellers will be emailed instructions for the Day 3 and Day 7 tests and the designated clinics to be used. Travellers are required to take a self-administered COVID-19 ART using self-procured ART kits on Days 2, 4, 5 and 6 and submit their results online (weblink will be emailed to you). You may only leave your housing and continue with normal activities for the day if you test negative.

It is essential that you take the COVID-19 PCR tests as required to avoid a fine of S$10,000 or 6-month imprisonment. You may also be required to quarantine and bear the cost of accommodation if you fail to meet this requirement.

Departure from Singapore

If you are to test positive for COVID-19 in the first 21 days after leaving Singapore, the Singapore government will request for all data recorded on the TraceTogether app. Therefore, travellers are required to retain their TraceTogether app data for 21 days after leaving Singapore.
