Easy guide to Singapore’s Vaccinated Travel Framework 2022

Singapore is taking a huge leap forward to reconnect all the air traffic in the world, in order to rebuild and restore its position as the premier air hub. Starting 1 April 2022, the latest vaccinated travel framework (replaces the vaccinated travel lane arrangement) takes effect to welcome fully vaccinated travellers from around the world to Singapore.

The previous VTL arrangement launched in September 2021 by the Civil Aviation Authority of Singapore (CAA) with 32 countries and regions, slowly, and systematically has been a useful wayfinder. It has helped refine the protocol and built public confidence to arrive at the current simplified vaccinated travel framework (VTF). How does the VTF differ from the previous VTL? Instead of two-way agreements between countries, Singapore is now open to all travellers who have been fully vaccinated.

By 2359 hours on March 22nd 2022, an estimated 585.000 travellers had entered Singapore through the VTLs. The CAAS has taken steps to manage the expected high traffic volumes to maintain a pleasant traveller experience.

Who can travel under Singapore’s Vaccinated Travel Framework (VTF)?

All fully vaccinated travellers can enter Singapore quarantine-free, as long as they have not visited any countries or regions on the MOH’s Restricted Category in the past 7 days. There are no countries in the Restricted Category at the time this article is published.

You are considered fully vaccinated only if you meet the following conditions at least 2 weeks before arrival in Singapore:

  • Received the full regime of World Health Organisation Emergency Use Listing (EUL) COVID-19 vaccines; and
  • Meet the minimum dose interval period.

Can I enter Singapore if I am not fully vaccinated?

No, you will not be allowed entry under the VTF. Generally, non-fully vaccinated travellers are not allowed entry into Singapore.

However, if you do not meet the fully-vaccinated criteria or you are certified medically ineligible for the Covid-19 vaccine, you may apply for entry approval according to the criteria here.

What is the Automated Self-Help Tool?

Using the Automated Self-Help Tool (ASH), travellers who have not been fully vaccinated can identify the vaccines that are required and apply for a VTP or ATP. This self-help tool will help you determine the latest entry and health requirements based on the profile of each traveller.

Pre-departure to Singapore

Vaccination documentation

If you have a Digitally Verifiable Covid-19 Vaccination Certificate (DVC), visit the Vaccination Check Portal to verify that it is accepted by Singapore’s authorities. Once verified, you will be issued a vaccination acceptance letter for immigration and boarding.

If you do not have a DVC or face issues with verification, prepare a vaccination certificate in English, or with notarised English translation, with the following details:

  • Name (as per travel document used for entry)
  • At least one other personal identifier, e.g. date of birth or passport number (as per travel document used for entry)
  • Country of vaccination
  • Name of vaccine(s) administered,
  • Vaccination date(s)

All travellers must fill in the SG Arrival Card online within 3 days before arrival in Singapore.

Covid-19 Pre-departure Test (PDT)

A PDT is not required if you are entering Singapore via land or tested positive for COVID-19 between 7 to 90 days before your date of departure (use this tool to check if you can be exempted from PDT)

Those arriving in Singapore via air or sea are required to take a pre-departure test (PDT) within 2 days before departure and test negative. PDTs can be either:

  • a PCR test from a recognised lab; or
  • ART administered by a trained professional

Self-administered ARTs remotely supervised by approved ART providers in Singapore are permitted for Singapore Citizens, PRs and Long-Term Pass Holders.

The Ministry of Health will continue to monitor local and global developments related to the COVID-19 situation. It is possible that it will decide to remove the requirement to use PDT in the coming weeks.

On arrival in Singapore

Signage and officers will guide you to the right immigration clearance lanes. If you are a foreign visitor, you will be issued an electronic visit pass via your email address. Your passport will not be stamped.

If you display symptoms of Covid-19 on arrival, you may be required to take a Covid-19 test or subject to other requirements.

During your stay in Singapore

Masks are required to be worn in indoor settings and are optional outdoors. Refer to MOH’s website for the complete and latest movement rules in Singapore currently.

You may also need to take additional COVID-19 vaccination doses to maintain good protection and continue to qualify for Vaccination-Differentiated Measures in Singapore.
